Juvenile Lifer Resentencings: Lessons Learned from Pennsylvania

This session will share insights gained from preparing mitigation reports and reentry plans for more than 20 juvenile lifer resentencings and parole hearings in Philadelphia. Based in Philadelphia, the Youth Sentencing & Reentry Project has developed an innovative model of mitigation and reentry planning that has broad applicability for other jurisdictions. This session will specifically focus on our work with so-called “juvenile lifers,” who as children were sentenced to life in prison without the possibility of parole and are now eligible for resentencing hearings pursuant to the U.S. Supreme Court cases of Miller v. Alabama and Montgomery v. Louisiana. Philadelphia has sentenced more children to die in prison than any other place in the world, and we hope that the experience here can inform practice in other jurisdictions. Lessons learned include what makes juvenile lifer resentencings different than other cases, the importance of reentry planning, tips for parole prep, and strategies for preparing mitigation reports and other documents.
